Mark the powerpc CI as non-required #473

The power CI has been failing with the following issue

[cleanup_env.sh:57] INFO: Checks that pods were not left

So, my bad, it was a flake and for some reason I thought that I'd seen more than one test failing with the very same error.

After reviewing the failures I noticed that it was not the case. I'm closing this one.
