Create a containerd and CLH CI #487

As show by https://github.com/kata-containers/kata-containers/issues/4618 and the fix https://github.com/kata-containers/kata-containers/pull/4647, containerd + CLH bit-rotted and we didn't notice.

We need a couple of new CI jobs to avoid a future regression (since we use containerd for https://github.com/kata-containers/kata-containers/blob/main/utils/README.md):

containerd + QEMU
containerd + CH

@wainersm, @dborquez - could one of you possibly tal? New job builder jobs would be ideal, if possible ;)
