Build all CI jobs for s390x by job builder #528

Which feature do you think can be improved?

ATM, all CI jobs for s390x are handled manually. It would be better to put them under the job builder control.

@wainersm is it necessary to integrate s390x's into pr.yaml and cc.yaml? What do you think creating pr-s390x.yaml and cc-s390x.yaml (rationale: job name structure and configuration is quite different from x86_64's)?
