Mark the PMEM Ci as non-required till https://github.com/intel/ipmctl/issues/199 gets solved #530

Right now this is blocking PRs to get merged into the main Kata Containers branch.

Please, let's mark it as non-required and get it back to required as soon as it's solved.

With 4/5 of the AC acks, I've marked the pmem CI as non-required, and I'll have it marked as required again as soon as the issue mentioned gets solved.
