qemu: update and move qemu patch for arm to common place #1156

This PR is for 2.0-dev. As qemu version for arm has updated to 5.1, it's time to update qemu patch accordingly. obs-package may be deprecated sometime, so move qemu patch for arm to qemu/patches/5.1.x
