Maintainer list should filter for unassigned tests

Hi,

I would like to suggest an enhancement. The filter for the maintainer list includes current users but does not support listing tests that do not have a maintainer populated.

I would like to suggest two options.

1. Add sort for each column heading. Click a column a heading and the list sorts the table by that column alphabetically. Click the column heading again, and the sort is reversed. The reversed sort should have all unassigned tests at the top.
2. Add "Unassigned" to the user list so that all unassigned tests can be filtered and counted.

Option two counts the list which is good and that option may be easier to implement that column heading sorting for every column.
