Add README.md for archgw cli on pypi #181

The archgwcli is available in the source repository, but the README.md is not reflected in pypy. On the next version update, we should add the readme=README.md configuration in the pyproject.toml to fix this

The publishing will have to be done from one of the contributors of the archgw cli package. But the change can be made locally, and tested via poetry
