libyuv bug # refers to webrtc by default #368

The link will be to webrtc issues instead of libyuv issues.

In Chrome, BUG=libyuv:368 produces a link to libyuv issues.
But that doesn't work in libyuv itself?

Let's not fix this. It's because the WebRTC instance is running an older 
version.
We're about to move over to Chromium's instance instead (blocked by 
http://crbug.com/471184), so there's no point fixing this.

Libyuv could change to use Chromium's instance already, since there are as much 
activity and coordination needed (I think): just change codereview.settings to 
read: 
CODE_REVIEW_SERVER: codereview.chromium.org
