Feature: fmesher boundary from SpatialPolygons/SpatialPolygonsDataFrame class #12

With fmesher it should be possible to use 
spatialPolygons/SpatialPolygonsDataFrame class for boundary etc.

SpatialPolygonsDataFrame are part of the SP library:

Yes, the format seems easy enough to extract the needed information from to 
translate into the formats needed by fmesher, and possibly also in the other 
direction.

This also touches on the broader issue of parsing general GIS type geographical 
data.
