Adds display version with parker -V or parker --version. Help information displayed with parker -h or parker --help.

When this is closed, close #8 too.

@cfjedimaster this won't fix the issue in #8 the help will not be displayed if you do use the --help option

Thank you for your pull request. I have merged it with develop, and it will merged into master with upcoming features in the next week.
