BEAUti prior dialog GUI logic bug #590

1) the Cancel button not working, after switch prior type;

2) the initial field is not added when switching from No tree prior to Uniform 
for rootHeight;

3) uniform option pane should has 2 different GUI for tmrca and others, 
isInitializable is the flag but never used.
