BEAUti: add a "organelle (plants)" ploidy type with *BEAST #678

When using *BEAST, it would be good to include a choice for an organelle 
(chloroplast, mitochondrion) ploidy type that would set the effective size to 
half that of autosomal loci. That would be useful for settings the ploidy type 
for all organelle genes in hermaphrodite plants. Actually, the choice could 
read "organelle (hermaphrodite plants)". Presently, it is impossible to set the 
ploidy type to half that of autosomal loci.
