<rateCT> Missing from BEAUti GTR XML #687

BEAUti v1.7.5

BEAUti-generated XML for the GTR model lacks the <rateCT> element and 
corresponding parameter.

I admit that I did not test this issue rigorously; however, going through some 
recent XMLs this appeared to be a persistent problem, whether setting up a 
large, multi-locus *BEAST analysis or a simple, default-settings "template" XML.

I am unsure how the missing element has affected analyses, or even how it was 
missed by the parser?

And issue retracted; I see that this is because the other rates are held 
relative to the CT rate. Sorry for the trouble!
