Add SRV spec from torspecs repo #27

here's the torspecs's SRV spec. we should change the schedule and possibly other things?

I've updated this branch but I'm not sure adding Tor's spec makes much sense since our implementation differs. Thoughts?

We definitely need a specification document describing the SRV protocol... and modifying Tor's spec seems appropriate if after editing it accurately represents the design the software. This seems easier than writing a new SRV spec. Either will work. As long as it's accurate.

Would you prefer I put these changes into another branch or somehow merge these into Tor's SRV spec? Tor's SRV spec contains a lot of details that aren't relevant to our implementation but we do reference the specification.
