Adding a Katzenpost handbook document. Please review.

Dear @meskio, OK I've just now added a note about setting up a test mix network on a single machine. Is there anything else you'd like to see added to this handbook?

My hope is that this handbook will be used by systems administrators to build a "real" mix network and not just test mixnets.
