I'm unsure if by 'decoy' traffic is meant 'cover traffic' as the Loopix paper defines. At certain points, the Loopix papers also defines 'dummy messages'. Unsure which definition is being used here.

good point on terminology. it should be consistent but it is not; decoy, cover and dummy are all interchangeable.
