As part of https://github.com/katzenpost/server/issues/13, behavioral changes related to continuing to honor expired PKI documents to tolerate layer transitions between the nodes was implemented.
This should be clearly specified, since the specs (IIRC) still say that nodes only honor the current PKI document.
