implement decoy traffic and tuning #19

We are currently not implementing any decoy traffic because we are waiting for the research team to publish a new paper on the topic. We look forward to working with George, Ania and Claudia again when it's time to write a new specification document for decoy traffic. Currently, I am under the impression that we will be implementing Loopix style decoy traffic.

Whoops, sorry for the noise, expected this to be exponential, but I need to do Poisson sampling.

The only change that needs to happen at least on the client side is the client needs to send decoy traffic if the queue is empty. The sampling part is done now.
