I don't understand what you mean by rings and I'm not sure how the RF topology is constructed/what geographic area it would cover/etc. One aspect of the Internet is that any node can message any other node (end to end) and so topology/reachability isn't something we have to think about, but would be a very large part of any radio based design.
For "out there" designs, how about low-earth-orbit constellations?
two "interesting" people have approached me about the operation of a radio based mix network. this is interesting and i think the threat model makes sense as well. we could form the network into two rings where the inner ring is composed of directory authorities and the outer ring is composed of mixes and providers.
