Can't connect from Driver station if VMX-pi board is not present #18

Reported by a beta test team. If the VMX-pi can't be contacted during startup, no connection can be made from the driver station, and thus the startup issue can't be reported to the user at the drive station.

This issue is resolved in VMX-pi 2019.4.1 Beta 13 release.
