Fully update builds to 2020 platform #81

Will not run on roborio until the 2020 image is released. But does work on raspbian buster, and can also enable jetson builds fairly easily.

Fixed some build warnings, and desktop builds failing on windows.

@kauailabs I updated this to fully work for beta 1, which we are releasing today. When you build to publish, you'll need to use the -PreleaseMode flag
