Outline: 3Box Comments Plugin Tutorial #112

Hellooo -

My apologies for the delay here! I've been having some issues with notifications on GitCoin and didn't notice that I'd been assigned this bounty.

PR contains an outline for #102, as per the requirements in the referenced issue. I think most of the key bullet points have been addressed. Happy to make modifications as necessary. I tend to keep outlines on the lighter side, but also happy to add more detail where reviewers see fit.

I noticed that there's another outline for the same topic (#107). Let me know if you'd prefer to finish review on the other outline before starting on this one!

@kfichter Actually, I reviewed that PR as it came in, but that person was not assigned the bounty, and the PR needed quite a lot of changes. You are still the approved worker, so I will review yours now.
