Hello, I don't use Spacemacs. So this might be better answered in Spacemacs Gitter or Issues.
You can mention the ox-hugo Usage section in those channels and ask them if anything has changed in the installation procedure.
I had last tested ox-hugo installation on the Spacemacs develop branch about a year back.
May be the general question you can ask is, what would cause a package to be auto-deleted even after it's added to dotspacemacs-additional-packages

I encountered the same issue and found that you don't have to manually include ox-hugo
package in spacemacs because org layer includes ox-hugo by default now. Just set org-enable-hugo-support
to t
then everything works out of box.
Is there anyone meet the problem?
