Implement mission "X members or less" #47

Enable the mission ONLY_MEMBER_COUNT_3 to be completed. I also removed ONLY_MEMBER_COUNT_5 from the automatic completion list because it now falls into the ONLY_MEMBER_COUNT branch.

ooh awesome, I'm actually curious which quest was it that had ONLY_MEMBER_COUNT_3? The data might be missing that quest...

It is the Weekend Labyrinth Awakening quests.
