With nosplash option voice initialization not enought to hear warning - czech tts and lang #123

What steps will reproduce the problem?
1.flash with nosplash option
2.after start sometimes 3 cases /5 cant hear warning about throttle or switches

What is the expected output? What do you see instead?
Hear warnings from begining. Got only silent 

What version of the product are you using? On what operating system?
tested 1324 and 1331 releases. 

Please provide any additional information below.
If leave splash or only off it in menu all works well, it affect only nosplash 
option
