Adding sticky throttle cut template #69

I configure my models mostly on my transmitter and I am missing the sticky 
throttle cut which is much safer than the standard throttle cut.

I know the stock board is out of memory, but could it be added for the ersky9x 
board?

Gabriel would you have a look to this one? I think I remember you already 
proposed something similar... Perhaps replacing the actual T-Cut template?
