DMSF setting tab is visible even if module is not active #101

I gave my role all rights and tried to set notification in project settings to 
yes. When clicking "save" i get 403.

It seems that the the settings tab i visible although the dmsf module is not 
active in project. 
I sav many other plugin the modules specofic configuration first is vissible in 
project settings wehn the module is activated.
That we also prevent above reported bug
