Folder notifications #219

What steps will reproduce the problem?
1.Even thought the plugin configure default settings have notifications set to 
"Deactivated".
2.Create a new folder, notifications are on.
3. Turn folder notifications "off" but still get folder update notifications.

OS: RHEL 6.6
DMSF Version 1.4.9 stable
