Include Network Performance Metrics #21

Complete inclusion of network and performance details for https://docs.aws.amazon.com/ec2/latest/instancetypes/mo.html#mo_hardware

we missed some network performance metrics https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/CloudWatch-Agent-network-performance.html to account for throttles & etc. [tbd based on how AWS exposes things, look at instance selector does it/crawling/scrapping, etc]
