serial/uart vs. diag #471

What steps will reproduce the problem?
I see almost no difference between files in drivers/serial and drivers/diag 
except for function names. Looks like stupid copy-paste.

We wanted to do diag interface and serial devices for use in terminals (with 
irq for example). But of course current implementation is stupied!
