Common Element Extraction #27

Main Task

Extracting common elements as per the patterns discovered while making the first two pages:

Creating a textbox templated control.
Creating a form input textbox templated control.
Creating a form input combobox templated control.
Extracting the database save/fail handlers.
Creating a datagrid column which displays text that is selectable and has a tooltip.
Creating a datagrid column which displays a clickable url.
Extracting the common parts of the pages and create/edit windows. This includes view models, code-behinds, and axaml files.

Additional tasks

Using INotifyPropertyChanged to update values in the ObservableCollection properly.
Applying cascade delete explicitly to universities.
Adding in a script and instructions for version updates.
Resolving all current warnings (some by ignoring due to being scared of conflicts with the database ORM).
