Ant build targets

If I can be enabled with commit functionality and nobody is opposed, I'd
like to convert these:

To these (which puts the verb first in every taget):

build.xml (or a modified build.xml)?

I believe we do have CLA's filed for dojo. I'll work up a patch/diff/new file.

Here's a diff for a working build.xml; I don't like how diff seems to mark the 
entire
xml block instead of just the <target="" line, but it'll have to do because I 
can't
figure out a way to force diff to behave.
