Negotiation should be simplified again to simply indicate "intent to deprecate H2 because I support something better". If both client and server send this intent, switch to this document, otherwise keep H2. Basically what we had at first with Lucas' and Brad's draft (I think). cc @LPardue
Future new versions can then either specify something new or start using ALPN to convey this (@grmocg was a big proponent of that).
