Add ExtendedRouteIPV4 (Extended NLRI Routes) rfc7911
Add ASPathSegment4 (4 octet AS Path AS4) rfc6793
Add test test_bgp_add_path_6_1_as_path

This looks good to me.. I'm going to go ahead and merge, I'll also push a new version of dpkt to pypi
