PR for the docker_build branch which adds some additional separation between development and prod environments for building and running docker, plus some docs and Makefile conveniences.

@sychan , If you have time, maybe you can give this a look over and see if there's anything glaring.

Merging for now so I can try to deploy things. If there are any comments on these changes, I'm happy to go back and make updates.
