Attempt to create a named anchor for method spec section. Makes section C accessible from a URL, https://github.com/kbase/project_guides/blob/method-spec-anchor/How_to_add_a_method.md#method_specs .

Is this a good way of making an anchor in a markdown doc? I found this solution on stackoverflow but maybe there's a better way.

There is actually a way to see the link for a section if you hover over it while viewing the formatted text (so not the github editor). You don't need an HTML anchor to do it. If you want a link for something that's not a section then you do need an HTML anchor I think.
