Add GHA #28

Shock will be replaced by the blobstore in a future PR. Just want to get tests running in GHA for now

What is the best way for me to review this? GHA looks good to me, but I am not familiar with what is inside kbase_fork/ dir

It's just the binary for the shock server, which was replaced by the blobstore in kbase. It'll be removed a couple PRs from now when I make the tests run against the blobstore, so you can probably ignore it
