I'll leave this PR open until #119 is approved, but no reason not to start reviews now.

Signifies that the file contains upload specifications for other staging area files rather than data to upload

I think it would be nice to differentiate between "import" and "upload" and "load"

I'm not quite sure I understand what you mean here. Should the type name change?

Switched instances of upload to import to line up with current nomenclature of upload = upload to staging area, import = import from staging area
