[DEVOPS-415] Migrate staging_service to GitHub Packages #135

Adding scripts to build images on Github Packages (formerly ghcr.io).

Builds using the same branching & pr workflow as narrative.

Note that for this to fully work, these scripts will also need to be added to the main/master branch during the next production release of staging_service. Code has been fully tested and was copied verbatim from the kbase/init-sidecar repo.
