Update taxon assignments method #177

@scanon @psdehal Do you want these taxon assignments to be validated using the relation engine for gtdb and ncbi, or let users set what they want? Do you want users to be able to assign taxonomy that doesn't match "gtdb" or "ncbi"?

Merging as per our decision in standup today. We'll add taxon validation later
