Update to version 1.3.0 #66

@psdehal can you merge this? The branch is actually your changes, so I reviewed the code diffs and it looks good to me.

v1.3.0 was never released on KBase. unit tests weren't passing on this branch, so just moving forward with implementing v1.6.0 starting from v1.1.0 master branch.
