What T24 Std/Ref Appdx Section(s) are relevant to this issue?
Page JA4-46 - SIPS Floor Panel

Explanation of issue:
Assumptions indicate framing factor of 2; can't be greater than 1.0

Proposed resolution:
Revise to appropriate value

I will have to check with the CEC to see what the framing factor is.  It should 
be much lower than 1.

Framing factor for the SIP floors is 2% (0.02).  JA4 will be revised.

Could not verify, but marking DoneVerified assuming CEC will do this.
