CBECC mandatory HVAC efficency requirement checks #273

What NACM Section(s) are relevant to this issue?
5.6, 5.7, and 5.8

Explanation of issue:
I reviewed the ACM and found only a few references to required checking of HVAC 
mandatory efficiency requirements. Attached is a document that summarizes what 
I found.  

Proposed resolution:
John/others, please review and confirm that I have not missed anything here. If 
there needs to be additional scope, please add the relevant ACM language that 
will be included in the final ACM.

Please provide any additional information below.

JA: 'Condensing unit' equipment type does not apply to refrigeration units, 
according to AHRI Standard 365

JA: EER requirement is only based on compressor + condenser fan input.  
DR: This would then be applicable to EERAdj (EER adjusted to remove fan energy 
in AHRI rating) for split systems with capacity >=135 kBtu/hr

KA: Supports not checking IEER because it’s not being directly used by the 
software. Need confirmation from CEC.
DR: I agree. Will assume no check of IEER unless CEC indicates otherwise

Closing issue.  Rules to be committed in next day or two include CODECHECK for 
EERAdj (applicable to SplitSystem only).

Just to note: using the default fan energy assumption @ AHRI conditions, I 
found there should never be a condition where a split system meets the overall 
minimum EER requirement, but not the condensing unit minimum EER requirement. 
Therefore, this CODECHECK is a bit redundant...

As recommended by JA, no check of IEER requirement for any systems.
