How to add a building story to an existing OSM model #654

A user sent in the attached OSM file and wondered why when he exported to SDD 
and opened the model in CBECC, he had no geometry.  The reason is that the 
spaces in the model have no Building Story assignment.  But I can't find a way 
in OS to create a building story and assign the spaces to it.  

How is this done?  How would the model have been created so that there is no 
building story?  How can we help users with this kind of error?
