What 90.1 PRM Section(s) are relevant to this issue?

3.4.3 Interior Lighting - Light Heat Gain Distribution

Explanation of issue:

A) The Input restrictions indicate user values are allowed with in a specified 
range, but the range is not specified.

B) Definition of Radiative Faction needs to be clearly defined.  The defintion 
in ASHRAE HOF (on which table 8 is based) differs from the definition in E+.  
See Issue 469 comment #4 for more detail.

Proposed resolution:

A) Clarify if user values are to be allowed, and what restrictions are placed 
on them.

B) Provide definition of radiative fraction consistent with ASHRAE HOF.

A)
I have removed the statement for range. It would be defaults else a wattage 
weighted average, similar to Title-24 rules.
Proposed Amendment: Default values listed in Table 8 shall be used as a default 
when the luminaire categories apply. Where lighting fixtures having different 
heat venting characteristics are used within a single space, the wattage 
weighted average heat-to-return-air fraction shall be used.
Another comment related to this: 90.1 PRM doesn't specify the fixture type or 
luminaire type for the baseline building, hence the baseline would also be a 
wattage weighted average for a space with multiple fixture types.

B) Definition of Radiative Fraction
Please follow the existing implementation for SDD, consistent with ASHRAE HOF-
E+:                        SDD:
Lights,Fraction Radiant = <IntLtgRegHtGnRadFrac> x <IntLtgRegHtGnSpcFrac>
