I'm trying to submit an HVAC related issue using version 2013 v2-b (609).

Find attached input file. There are three zones receiving unmet load hours. 
Those zones are industrial workshop spaces that don't require air conditioning. 
They will be exhausted at high rates due to equipment requirements which will 
allow comfort conditions to be met in San Francisco's mild climate. 

Please let us know if there's an exception for unmet load hours for spaces like 
this.
