2.4 Unmet Load Hours and 3.5.1 Building Orientation

Explanation of issue:
There is an E+ object 'Compliance:Building' and 'Parametric' simulation object- 
which allows E+ to report total UMLH for both heating and cooling and also 
rotate a building 4 times and give average results.

I will explore this feature further. As far as I know, this feature isn't 
present in OS at present. See attached documentation
