Reporting problem #811

Using the latest repo rules (r2680) and the attached model, I am getting 
results reporting that does not make sense.  The results screen is showing 
cooling and fan electricity that is far above the proposed model - 79,000 vs. 
43 for cooling and 1.7 million vs. 29 for fans.  Also, electricity cost is not 
being calculated, shown as two dashes ("--").  The costs under energy cost 
summary are also two dashes.

I guess it's not all reporting.  The E+ html files are showing much higher 
baseline energy consumption compared to the proposed.

Your cooling Tstat schedule in 'Core_Retail Thermal Zone' is the same as the 
heating schedule. I modified the rules so that the baselien Tstat schedules are 
the same as the proposed, resulting in the baseline fans being sized on a lower 
dT. I hadn't gotten to addressing these rules, but this example is a good 
reminder for me; should have this addressed before early next week.
