Water heater fuel not being translated #812

The attached model has an electric water heater, WaterHeater1, in the proposed 
model.  The idf file has the water heater fuel type as NaturalGas.  Kyle, can 
you correct this?

Translation seems to be correct.  However, for the model above, the baseline 
water heating fuel for a 90.1 run is being set to NaturalGas, even though the 
proposed has an electric water heater.  The baseline should also be electric.  
Changing owner to Noah to check the rules.  Is this in phase 1 scope?  If not, 
let's close the issue and reopen it when we get to fluid systems.
