3.6.5.4 Ventilation Control Method

Explanation of issue:
For the Baseline Building rule, is the criteria for needing CO2 sensor controls 
in the baseline design based on the proposed or baseline design systems?  The 
specific criteria in question are:

a) if the floor area is served by a system with an air-side economizer
b) automatic modulating control of the outdoor air damper

Proposed resolution:
Clarify in the PRM whether these criteria are with respect to the proposed or 
baseline systems that serve the zone.  In general, the rule is more stable if 
this is with respect to the baseline design system.

Like most of these types of requirements, it is in respect to the baseline 
design.

This is what I expected, but since many of the baseline system design 
assumptions are dependent on the proposed design (design vent rate, additional 
fan power pressure, allowances, fan power ratios, type of return air path, 
etc), I thought I'd double check.
